Integrated activity areas:

The five areas are based on the analyses of the territory, which guide the work for the next 15 years. The program was built as a replicable model that can be implemented in other territories in the Amazon with similar challenges.

 

 

An area that supports municipal management through the creation of collaborative arrangements that contribute to the implementation of more efficient public policies, thus increasing the population's access to quality public services.

Deliverables:

  • Drafting and implementation of a Tax Code in Oriximiná, thus increasing the City Council's tax collection capacity
  • Launching and implementation of service letters and health ombudsman at Terra Santa
  • Submitting the terms of reference for acquisitions using resources from the forest concession to the SEMMA team for the municipalities of Faro, Terra Santa and Oriximiná
  • Reviewing the master plans for the municipalities of Faro, Terra Santa and Oriximiná
  • Support for drafting the strategic planning for the municipal administrations of Faro, Terra Santa and Oriximiná
  • Consolidation of the project to strengthen the Child and Adolescent Management System (SGDCA) in Terra Santa: Consent Decree (TAC), training in restorative justice, radio program, infancy analysis, assistance to victims at police stations, amongst other initiatives

A area that seeks to help the population to exercise their rights and duties by supporting the organization of communities and leaderships, with a focus on participation in council meetings and conferences.

Figures:

  • 22 thousand people represented by 112 entities, totaling 23% of the population of the three municipalities
  • 36 workshops and training sessions geared at project development, rendering of accounts, gender, internal regulations, amongst others
  • 100 associations and 26 city councils evaluated

 

Deliverables:

  • Support in the drafting and submission of 25 proposals for social projects of different kinds, 21 of which focused on Children and Adolescence Funds (FIAs). The program's technicians provide support to the technicians of public institutions to draft project proposals and apply for public bids, so that they can obtain the necessary resources.
  • 100 associations and 26 city councils evaluated through 20 indicators of institutional strengthening in the municipalities of Faro, Terra Santa and Oriximiná.
  • Structuring of activities related to material recycling in Oriximiná.
  • Creating an association of collectors of recyclable materials and support to strengthening and income generation actions of the Association Recicla Oriximiná, together with the municipal offices and the program Orixi Sustentável.
  • Registration and regularization campaign for 45 associations in the municipalities of Faro, Terra Santa and Oriximiná.
  • Associations with effective communication tools and campaigns through support in creating websites and social networks and participation in digital marketing workshops.

Aiming at strengthening the organizations, governance and community management of Quilombola communities, this area involves planning workshops, training courses, and meetings, which enhance the performance of their organizations in the processes of relating with other players in the region and in their community planning.

  • 893,037 hectares of area with 4,500 people, nine associations and eight territories.
  • 100% of associations regularized through advisory.

 

Deliverables:

  • Formalization of the Quilombola Fund, with a successful pilot test to transfer funds to seven associations in Oriximiná that participate in the program.
  • Planning in infrastructure, education, health, environment and income generation for a five-year horizon, prepared for seven Quilombola community associations.
  • Development of communication channels on the YouTube with content produced by local populations.
  • Support for the regularization of seven local community associations.

 

Considering the conservation of protected areas and the preservation of traditional cultures, this area is geared at supporting the development and economic improvement through previously developed production chains, such as Brazil-nut, copaiba, fishing, furniture-making, logging, livestock, agriculture, tourism and other potential chains in each municipality assisted by the program.

Deliverables:

  • Implementation of the pilot test of community-based tourism in Faro.
  • Creation of the Brazil-nut Processing Cooperative Association of the Urubutinga Community, in Terra Santa.
  • Creation of the Mixed Peoples' Cooperative of Calha Norte (COOPAFLORA), in Faro.
  • Drafting and Publication of the Faro Flota Public Use Plan.
  • Creation of the Faro Flota Integrated Management Center (to tourists), with the direct participation of the community.
  • Evolution of the management plan by mapping out of more than 500 copaiba trees in Faro.
  • Analysis of the food chain in Porto Trombetas, with indicators on supply, consumption and family farming.
  • Drafting of a business plan for the Brazil-nut chain for the municipalities of Faro, Terra Santa and Oriximiná.
  • Include the area for the furniture-making sector of Terra Santa and Oriximiná in the Municipal Master Plan.
  • Implementation of the Meliponiculture Program with 30 boxes of honey in production phase in Faro.
  • Pecuária Verde, a pilot program implemented in Oriximiná.

This area involves direct support to the department of environment of the municipalities assisted so as to secure conservation, licenses for new activities and the Rural Environmental Registry (CAR).

  • The program identified that the municipalities being assisted can raise R$21 million through federal funds.

 

Deliverables:

  • Investment in Faro's environmental management through forest concession resources.
  • Conclusion of the landscape and protected areas cartographic base of Faro, Oriximiná and Terra Santa.
  • Forum of Northern Pará State Municipal Departments of Environment.
  • 72 people (30 women) trained as Community Environmental Agents in Faro and Oriximiná.
  • Support to drafting the Rural Environmental Registry (CAR) in the municipalities assisted in the project, at the following rates: Faro - 96.16%; Terra Santa - 72.32%; and Oriximiná - 100%.
  • Training of the municipal environmental councils of Faro, Oriximiná and Terra Santa in environmental management, protected areas, forest concession and Green ICMS (tax method that allows for municipalities to access larger portions of the financial resources collected by the State through the ICMS (State VAT) due to compliance with environmental criteria established in Pará State laws).
  • Support for creating the Plan for Using the Forest Concession Resources of Faro, Oriximiná and Terra Santa, prepared and forwarded to the Brazilian Forest Service.
  • Specialized support to the three municipalities to qualify to receive resources through a forest concession.
